CLOSE OF REGISTRATION WITHIN THE CHARTER TOWNSHIP OF INDEPENDENCE FOR THE PRIMARY ELECTION ON TUESDAY, AUGUST 7, 2012

REGISTRATION NOTICE FOR THE PRIMARY ELECTION TO BE HELD Tuesday, AUGUST 7, 2012 to the Qualified Electors of the Charter Township of Independence, County of Oakland, State of Michigan:

NOTICE IS HEREBY GIVEN, That in conformity with the Michigan Election law, the final date for registration in order to vote in the Primary Election is Monday, July 9, 2012 by the close of business.

To vote at this election, all persons must be qualified registered voters as follows: Citizens of the United States, 18 years old on or before the election date, have resided in the State of Michigan for at least thirty (30) days and have established a residence in the Charter Township of Independence on or before the 30th day prior to Tuesday, August 7, 2012.

HOURS OF REGISTRATION: Notice is hereby given that registration will be taken during regular office hours Monday through Friday of each week, excluding holidays, 8:00 a.m. to 5:00 p.m. Qualified electors may also register to vote or change their address in person at the following locations: the Oakland County Clerk's Office and Secretary of State Branch Offices by mail obtaining and completing a Voter Registration Application and forwarding it to the election official designated on the application by the close of registration deadline.

The Tuesday, August 7, 2012 Primary Election will be conducted in all voting precincts of the Charter Township of Independence for the purpose of nominating candidates of all participating political parties for the following offices:

CONGRESSIONAL: United States Senator; Representative in Congress 8th District;

LEGISLATIVE: Representative in State Legislature-43rd District;

COUNTY: County Executive; Prosecuting Attorney; Sheriff; Clerk/Register of Deeds; Treasurer; Water Resources Commissioner; and County Commissioner Districts 1 and 4;

JUDICIAL: Judge of Circuit Court - 6th District (Non-Incumbent Position);

LOCAL: Supervisor, Clerk, Treasurer and Trustees (4)

AND for the purpose of electing:

Delegates to the County Convention of the Democratic and Republican parties;

AND for the purpose of voting on the following County proposal:

OAKLAND COUNTY ART INSTITUTE AUTHORITY MILLAGE

The Oakland County Art Institute Authority established pursuant to Public Act 296 of 2010 to allow for continuing support of art institute services for the students, residents and visitors of Oakland County. The law allows the Authority to seek authorization from the electors to levy a tax of not more than 0.2 mill (20 cents per $1,000 of taxable value) on real and personal property to provide revenue to an art institute services provider for this purpose. Accordingly, to continue providing art institute services to benefit the residents of Oakland County, shall a 0.2 mill on all of the taxable property located within the County be imposed for a period of ten (10) years, being years 2012 through 2021? It is estimated that if approved and levied, this new millage would generate approximately $9,847,191 in 2012.

AND for the purpose of voting on the following Township proposals:

RENEWAL of FIRE AND EMERGENCY SERVICES operating MILLAGE

Shall the Charter Township of Independence be authorized to continue the previously authorized levy of up to 3.1688 mills for a period of four (4) years, starting with the December 2012 levy, to provide fire protection and emergency services, including advanced life support, in the Township?

This proposed millage is a renewal of previously authorized millage for the above-stated purpose. Approval of this proposal would renew a tax limitation increase of $3.17 per $1,000 of taxable value on all taxable property in the Township. It is estimated that this proposal would result in the authorization to collect $4,217,400.00 in the first year if approved and levied. It is estimated that 95.68% of the annual millage revenue would be disbursed to the Charter Township of Independence for fire and emergency services and, as required by law, 4.32% would be disbursed to the Township's Sashabaw Road Corridor Improvement Authority. The amount disbursed to the Sashabaw Road Corridor Improvement Authority shall be collected solely from properties within the Sashabaw Road Corridor Improvement Authority District.

Shall the Charter Township of Independence be authorized to levy up to .59 mills for a period of four (4) years, starting with the December 2012 levy, to be added to the above proposed millage renewal (for a total millage of 3.7588), for purposes of providing fire protection and emergency services, including advanced life support, in the Township?

This proposed millage authorizes new additional millage for the above-stated purpose. Approval of this proposal would permit an additional tax limitation increase of 59 cents per $1,000 of taxable value on all taxable property in the Township. It is estimated that this proposal would result in the authorization to collect an additional $785,240.00 in the first year if approved and levied. It is estimated that 95.68% of the annual millage revenue would be disbursed to the Charter Township of Independence for fire and emergency services and, as required by law, 4.32% would be disbursed to the Township's Sashabaw Road Corridor Improvement Authority. The amount disbursed to the Sashabaw Road Corridor Improvement Authority shall be collected solely from properties within the Sashabaw Road Corridor Improvement Authority District.
