MICHIGAN DEPARTMENT OF ENVIRONMENTAL QUALITY NOTICE OF A CONSTRUCTION PERMIT APPLICATION AND PUBLIC HEARING FOR A PROPOSED EXPANSION OF AN EXISTING SOLID WASTE LANDFILL

The Department of Environmental Quality (DEQ), Resource Management Division has received from Waste Management of Michigan, Inc. an application for a construction permit to expand the existing Eagle Valley Recycling and Disposal Facility located at 600 West Silver Bell Road, Orion Township, Oakland County, Michigan. Under the requirements of Parts 13 and 115 of the Natural Resources and Environmental Protection Act, 1994 PA 451, the DEQ's decision deadline for this application is expected to be November 1, 2012. This notice is being issued pursuant to MCL 324.11510(2)(b)&(c) to provide for a public review and comment period for the application.

The applicant is proposing lateral and vertical expansions of the existing landfill. The proposed lateral expansion would encompass an area of 46.3 acres in the western portion of the applicant's property. The proposed vertical expansion would cover an area of 36.5 acres overlying existing waste in the western portion of the current landfill footprint. The location of the Eagle Valley Recycling and Disposal Facility is shown on the map below. It is located in portions of Sections 26 and 27, Township 4 North, Range 10 East, Orion Township, Oakland County.

At the request of the Charter Township of Orion and pursuant to MCL 324.11510(2)(c), the DEQ will conduct a public hearing, beginning at 7:00 pm on Wednesday, August 29, 2012 at the Orion Township Hall located at 2525 Joslyn Road (east side of Joslyn Road, approximately one-half mile north of Waldon Road) in Orion Township, Michigan. The public hearing will provide an opportunity for the public to put forward comments on the application for consideration during the review period. The DEQ will consider public comments pertaining to environmental issues, relative to the provisions of Part 115, before a final decision is made regarding the permit.

The application documents may be reviewed by appointment at the DEQ's Southeast Michigan District Office (address below) by calling the Resource Management Division secretary at 586-753-3833 and copies of the application documents may be ordered from the DEQ for the cost of reproduction and mailing. A copy of the application documents will also be available for viewing at the Orion Township Public Library located at 825 Joslyn Road in Orion Township.
