SUMMARY MINUTES CITY COUNCIL MEETING June 14, 2010

Meeting called to order at 7:00 p.m. by Mayor Arkwright followed by the pledge of allegiance.

Roll: Present – Mayor Arkwright, Brueck, Hargis, Hunter, Inabnit, Gawronski, Roth

Moved by Gawronski, supported by Inabnit to, "Approve the Agenda as presented for June 14 except moving under New Business item "e" Lend a helping Hand to the top of the New Business section and the removal from the agenda under City Manager's Report "d" Depot Park Children's Garden".

Motion carried.

Moved by Hunter supported by Roth to, "Approve the Consent Agenda as presented:

Remove the Final Minutes of the Regular City Council Meeting of 5/10/2010 item from the Consent Agenda and speak separately on the Resolution regarding the mower.

Moved by Inabnit, supported by Roth to "Table until the next meeting the Minutes of 5/10/2010 until we listen to the audio regarding the resolution to purchase the mower." Motion Carried.

Resolved by Hargis, supported by Hunter to "Authorize Complete Web and Software Solution, 20 W Washington, Clarkston, MI to design a Website for the City of the Village of Clarkston with programming, integration, implementation, promotion and hosting of this Website for a price of $3,970 one time charge and $325 per year hosting charge. Funding for this project is as follows: $2,400 from the FY 2010 Website budget to complete the Website before 6-30-2010; pay remaining $1,570 from the FY 2011 Website budget after 7-1-2010 when the work is complete; pay remaining $325 first year hosting fee from FY2011 Website budget ($830 available)."

Moved by Brueck, supported by Roth to "Approve the use of Gazebo on July 30 as a fund raising concert for Lend a Helping Hand, with the City being named as additional insured under their liability policy and Lend a Helping Hand will be responsible for clean up.

Motion carried.

Resolved by Hargis, supported by Gawronski, "That the 2010 Tax Year Operating Millage for the City of the Village of Clarkston be levied at 13.1979 Mills, 6.5989 to be levied on the July tax bills and 6.5990 to be levied on the December Tax Bills".

RESOLUTION ADOPTED

Resolved by Inabnit, supported by Roth, "That the 2010 Debt Retirement Millage for the City of the Village of Clarkston be levied at 4.9394 Mills. To be levied on the July Tax bills."

RESOLUTION ADOPTED

Resolved by Brueck, supported by Hunter to, "Adopted a resolution commemorating the naming of City Hall honoring Artemus M. Pappas.

Whereas: The City Council of the City of the Village of Clarkston has voted unanimously to name City Hall in honor of Artemus M. Pappas, for his indefatigable service to the community for over 46 years as Village Clerk, Village Treasurer and appointed Village Manager in 1988. He performed the duties of all positions concurrently; and

Whereas: As City Manager, the health, safety and welfare of the community was paramount with Art. He oversaw the installation of the water and sewer systems and established the police department; and

Whereas: Art was instrumental in shaping the City charter and then guided Clarkston's transition from Village to an incorporated City; and

Whereas: As a long time resident along with his wife, Mary Ann, and their four children, Art was a strong yet humble person, always offering and willing to give of his time for any community need or project; and

NOW, THEREFORE, BE IT RESOLVED by the City Council, on behalf of all residents of the City of the Village of Clarkston, whom Art served with great distinction and respect, that tribute is hereby accorded Artemus M. Pappas in the naming of the City Hall the "ARTEMUS M. PAPPAS VILLAGE HALL, CITY OF CLARKSTON" in his Honor.
