The proposal shall be placed in a sealed envelope including all enclosures and labeled as follows:

BASIS FOR PROPOSALS:
Bids are solicited on a completed price listed on the proposal form. The Contract will be awarded to the lowest responsible responsive bidder based upon the lump sum as indicated in the proposals for all the work specified. The Owner reserves the right to increase, decrease or delete selective bid items from base proposal to conform to monies budgeted. The term OWNER shall mean the Charter Township of Brandon and its representatives and the BIDDER/CONTRACTOR shall mean any person, firm or corporation who submits a bid or is chosen to perform the work herein.
The work shall include the removal and replacement of the asphalt shingles on the mansard roof and cleaning and repair of any damaged areas of the existing flat roof.
Cleaning of the existing flat roof is to be performed by using the appropriate cleaning materials and methods as recommended by the roofing manufacturer to remove any dirt or mold. Repair any portions of the flat roof that may need to be repaired using the appropriate materials and methods for the roof.
Remove the existing mansard roof shingles, underlayment (felt or ice and water shield), nails or staples or any other debris to prepare for the new shingles. Dispose and remove from property all old shingles and debris. Prepare the surface for the attachment of the new shingles per the manufacturer recommendation and the Michigan Building Code 2006. Remove and replace any copings, flashing, roof drainage devices (sumps or screens), drip edges, venting devices, gutters and downspouts or any other items to perform the work above. Install new drip edge, felt or ice and water shield, starter strip as required by Michigan Building Code 2006 and shingles with coping as necessary to complete the work per the manufacturer recommendation as described. Any materials damaged during the removal process shall be replaced with new materials of the same color, size, thickness and quality as what was removed.
It is the responsibility of the bidder/contractor to procure all necessary permits from the Village of Ortonville.
It is the responsibility of the bidder/contractor to provide for the removal and replacement (temporary and permanent) of any utility connections necessary to perform the work above. This is to be done with a minimum of disruption to the activities of the Senior Center as possible. Every effort shall be made to not interrupt electric service to the building as practical during the hours of operation.
Any building materials uncovered during the re-roofing process that was not visible during the pre-bid site inspection process which is not acceptable for shingle installation will be authorized to be included. The bidder is required to establish a bid price per sheet of sheathing to include materials and labor to replace said damaged material. Verification of any replacement material will be the sole decision of the OWNER or OWNER'S representative.
The shingle type to be installed shall be an Owens Corning or equal dimensional architectural 30 year type shingle, with color to be chosen by owner.
Each proposal shall be accompanied by a cashier's check, certified check, money order or bid bond, payable to the OWNER, in an amount not less than five percent (5%) of the amount of the Proposal, as a Proposal guaranty. Proposal guaranty of the Bidders under consideration will be returned after approval of the contract by the OWNER. All others will be returned within 7 days after the Proposal opening.
The successful Bidder will be required to furnish a satisfactory Performance bond and Labor and Material Bond, each in the amount of One Hundred Percent (100%) of the Contract.
MANDATORY PRE-BID SITE INSPECTION:
Any bidder who fails to attend the pre-bid site inspection will be disqualified from bidding this project. The meeting will begin at 9:00 AM local time on the 8th day of April, 2011 at 345 Ball Street in the Village of Ortonville, Oakland County, and State of Michigan. The bidder's representative at the meeting shall be solely responsible for insuring the Bidder's name, complete address and phone number appears clearly and correctly on the Township's attendance roster. Any addendums sent out are based on the accuracy of this attendance roster. Any proposal received from a bidder whose name does not appear on the Township's attendance roster may be declared non-responsive and their bid not opened. This meeting is mandatory as there is no specific information available for quantities and all necessary measurements to determine materials necessary are the responsibility of the bidder.
The Contractor and Subcontractors on this project must comply with HUD contract provisions 24CFR part 85.36 (i), the Davis-Bacon Act, Nondiscrimination, Equal Employment Opportunity, Affirmative Action, Section 3 requirements, anti-Kickback Act, Federal Occupational Safety and Health Act and Department of Labor Standards and Regulations as set forth in the Contract Bid Documents. The OWNER reserves the right to accept any Proposal, to reject any or all Proposals, and to waive any irregularities in any Proposal, in the interest of the OWNER.
