SYNOPSIS, REGULAR MEETING MONDAY, AUGUST 29, 2011

Called meeting to order at 6:00 p.m.

All Members present.

Held closed Executive Session to discuss Attorney Opinion Letters.

Reconvened regular meeting at 7:00 p.m.

Authorized Township Attorney to proceed as directed.

Pledge, Trustee Mark Crane. Invocation, Rochelle Beckemeyer, Echo Christian Fellowship.

Approved payment of bills in the amount of $1,017,956.84 and payrolls of $101,287.19. Total disbursement of funds of $1,119,244.03.

Approved Agenda, as amended. Approved Consent Agenda, as presented.

Approved Minutes, Regular Meeting, Monday, August 15, 2011.

Approved Minutes, Public Hearing: Tianhai Electric North America IFEC Application, Monday, August 15, 2011.

Approved Minutes, Special Meeting: Budget Work Session, Thursday, August 18, 2011.

Scheduled Public Hearing: Truth-in-Budgeting for September 19, 2011 at 7:00 p.m.

Scheduled Public Hearing: US Farathane IFEC Application for September 19, 2011 at 7:15 p.m.

Approved SMART Municipal Credit Contract for 2012.

Approved METRO Act Right of Way Permit Renewal PAETEC.

Accepted Employee Resignation of Recreation Programmer.

Authorized Advertising for vacant Recreation Programmer position.

Approved the DPW purchase of a 2012 GMC Sierra Extended Cab 4-wheel Drive truck for $27,553.

Approved Use of Wildwood for Lake Orion High School International Thespian Society Troupe.

Approved Lake Orion High School International Thespian Society Troupe Concession Sales at Wildwood.

Considered Lake Orion Baseball League Request for Additional Fields and formed a Board Committee to develop a plan and report back to the Board for possible adoption.

Rescinded the action taken at the April 18, 2011 Board meeting regarding Eagle Valley Landfill and directed Township Attorney to file a motion to set aside the consent agreement to effectively reinstate the 1991 agreement and offer to pay back the $100,000.

Tabled consideration of Township Funding of Environmental Study of Eagle Valley Landfill Expansion.

Directed Supervisor to bring to the Board of Trustees a list of Attorneys to get a second opinion regarding Eagle Valley expansion, Township's legal standing, and status of State permit.

Took from the table Township Funding of Environmental Study of Eagle Valley Landfill Expansion.

Authorized Supervisor to seek bids for Environmental Study of Eagle Valley Landfill Expansion.

Awarded Contract to ASI for Phase II of Safety Path repair project at a cost not to exceed $22,883.

Authorized up to $11,000 for OHM to complete design and permit fees for Safety Path along west side of M-24 between Clarkston and Scripps Roads.

Received and filed Safety Path Report.

Accepted Safety Path Advisory Committee Resignation and appointed Trustee Flood as non-voting

member.

Authorized advertising for Safety Path Advisory Committee member.

Accepted Environmental Resources Committee Resignation.

Authorized advertising for Environmental Resources Committee member.

Appointed Trustee Flood to fill non-voting member of Environmental Resources Committee member, term expires 12-31-12.

Held Second Reading and adopted PC-2011-04, Amendments to Zoning Ord. 78, Art. XXXIII, Gingellville Village Center Overlay District.

Approved Request to Pay Water Debt over Time.

Postponed discussion regarding Storage of Recreational Vehicles until the September 19, 2011 Township Board of Trustees meeting.

Postponed discussion regarding Business/Sidewalk Displays until the September 19, 2011 Township Board of Trustees meeting.

Extended the meeting until 11:30 p.m.

Approved use policy for Exercise Room at Orion Center, and authorized the use of CDBG Funds.

Extended the meeting until all agenda items have been considered.

Received and filed Treasurer's Investment Report.
